Emissions Policy: Govt Faces Problems With Emissions Allocations

The Environment Ministry is warning it can only promise “best endeavours” in giving trade-exposed industrial emitters of greenhouse gases covered by the Kyoto Protocol certainty about their allocations by the deadline of June 30. MfE says “this will be a complex, resource intensive process.” The timetable for completion critically requires cooperation and early preparation of material by industries which are affected or believe they should be included in the scheme. Feedback on its consultation paper, issued before Christmas is due on Feb 12.
For Aust defined activities, data collection will run from March, and decisions and regulations are scheduled for May. For other activities, drafting and consulting on activity definitions is slated for February, for completion in March, data collection from April and decisions and regulations from June onwards. The issue is of great moment to Fonterra, which is not classified as an energy-intensive industry under the Australian rules that the NZ system still proposes to go on, and amend if Aust does something different with its politically mired Carbon Pollution Reduction Scheme.
