Infrastructure spending gone mad?

The Spanish city of Huesca has an airport with no passengers or airlines using it. The airport was built in 2007 as part of the country’s building and infrastructure boom which came to a screaming halt with the GFC.
There have been no commercial flights since April and the airport has handled just 20,000 passengers in 4 years.
Huesca also has a high speed railway station and is on the Spanish motorway network.
In all there are some 20 Spanish airports which handle fewer than 100,000 passengers a year, well below the 500,000 needed to be profitable.
